I set your config.plist to boot verbose. If you're using it you should not see that.
Did you replace your OC folder with this one ?

Try this one. Delete the existing OC folder first then add this to your EFI.
If you boot and it hangs up post a picture of the verbose info.

Different OC folder, unfortunately same results and it shows no verbose info

It's got the -v flag in the .plist. If you are booting from that EFI you should see verbose info on your monitor.
Try putting the EFI onto a GUID partitioned USB's EFI partition, boot from the USB and see if you get the verbose info.

Just wondering what you will use this for ? Do you have to have Monterey or can you use an older macOS version like Catalina ?

Another important question. Did you follow a guide specific for this HP machine ? If so did you first flash to the newest BIOS and then set up the BIOS correctly for booting macOS on it ?
