I don't have problems seeing the boot picker.
I know you don’t, but it has happened to me and some others before when transferring a copy of the EFI folder or OC update from another drive.
 
Still reboots and eventually ends up at recovery

Check your config.plist. It may have gotten corrupted.

I don't know why it repeatedly boots in to Recovery for you... The fact that it can boot in to Recovery indicates to me that the EFI is working.
 
Clover EFI updated to r5134

OpenCore EFI updated to 0.6.9

All kexts updated to latest release versions in both.

Please test using a USB flash drive before deleting your existing EFI.

Do not use your old config.plist. Instead, copy/paste your Serial, Board Serial, UUID, and MAC address (OpenCore only) to the new config.plist included with the new EFIs.

Don't use Clover Configurator to edit Clover config.plists until it has been updated for Clover r5134.

Well, it looks like it was a problem with my system software that recovery could not fix. 11.2.3 ran fine, but just would not update to 11.3 and run, even after running recovery multiple times. So I took an install from another computer (Brix), added my EFI from the 11.2.3 disk and voila. I could now update to 11.3 and 11.3.1.

Thanks for trying to solve my problem. My EFI was fine all along.

Try using the config.plist included in the latest EFI. It should not show that on boot.
 
Beware: in OpenCore 0.6.9 there was the following change:
UEFI > AppleInput > CustomDelays new type Boolean (former String)
The data type in the .plist has thus to be changed to Boolean, else there will be an error message at every startup.
