Weird... Check IORegistryExplorer. Make sure your RX 580 is seen as GFX0.

Updated via System Preferences just as I would on a real Mac... About half hour and three reboots later...

I don't know about you, but I was just unlucky with this version 11.3, my USB stopped working, as a consequence, I had to remove the USBInjectAll.kext. But, even so, after deactivating, my machine arrives and accesses the system but hangs, having to manually restart .
I had to do a fresh installation. Even so, after upgrading to 11.3, it returned to the same crash problem.

Make sure config.plist > Kernel > Quirks > XhciPortLimit is disabled.
