Can't update to Catalina 10.15.7, stuck on 10.15.3.
Runs like it's updating, but it doesn't. Even tried combo updater downloaded from Apple. same thing no update

After you run the Combo Updater it should ask you to reboot. When you saw the boot selection screen what did you do then?
 
booted the HD with Cat on it
 
re: the combo update,it asks to install the update, so i click install, it boots and appears to load for 10-15minutes, then reboots, but without installing anything

After the Combo Update asked you to restart and you did, the system should restart and then present you with a screen to choose. You should choose the option with "macOS Install" on it. Only then the installation process would continue. That was how I installed the Combo Update myself.

Did you do that?

before restart it asks where to install it and I click my HD with Cat on it, that is only screen that shows up

After you run the update and reboot, at the Clover menu there should be an extra entry as @Jamesbond007 says. Check what icons you see in the Clover menu.
 
there was no extra entry at the Clover menu just the normal install prebooter from Preboot, Boot FileVaultPrebooter, Boot from macOS install from HD-Data, Recovery and Boot MacOS from HD
