i've checked OC_SCAN_ALLOW_FS_ESP , now I see W10 in the Picker
But of course I also see The EFI partition of the W10 drive

Anyone have the same behaviour ?
No. Without FS_ESP I don’t see any EFI partitions. With FS_NTFS I see the windows entry.

I have searched the net (I suppose you have done that too) but I cannot find a concrete cause for ScanPolicy not working correctly according to its decimal value.
I am also unable to find a dependency that can be modified that impacts ScanPolicy.
It's a strange thing because most of us see that it works well. I have OC 0.6.5. I have tried several values to verify this and the behavior has always been as expected: show or hide NTFS systems, EFI partitions, etc., depending on the value written.
I can't think of anything else except moving to OC 0.6.5 if you're on an older version. Changes to config.plist are minimal and easy to do.

OpenCore 0.6.4 > 0.6.5 differences
 
I think that there is something else that you are missing. On my PC both 33495811 and 2820355 values work fine, without error, showing or hiding systems according to the value of ScanPolicy.

Try the failsafe value proposed by OpenCore 17760515 or this one that works fine on my system 2687747. These also fail?
Review the DisplayLevel property just in case, I have it like this

I test 2693891 (options chosen in your image) and it works fine:
  • EFI partitions are hidden
  • APFS, HFS, NTFS systems and a Linux disk with EXT are visible
  • SATA, USB and NVMe devices are visible.
In short, it works as expected.
I see 0.6.5 in the picture, is correct?
If it's so, I would try OC 0.6.4 instead, just to see if the OC version can influence it.

I've just Update to OC 0.6.6
Same weird behaviour !!

I have gone through the file and can't find anything that can explain this behavior.
