Maybe you are in that loop reboot problem.
The solution, for now, has been to install it on my daughter's pc and then finish the installation on my machine

i suppose it has native nvram, if you check the board manual, at page 2-24 it talk about nvram load durin booot

About the OS install, yes i did exactly like you, i did it on my son macbookpro

for power management we need a lot of patches

and i suppose we must change the cpu to F2060300 00000000 00000000 00000000 for HASWELL-E/EP

you can find the patches on the attached config file (patches are for catalina and big sur, you can delete the catalina and Broadwell, ivy brige..... ones

from the picture it seems you do not have the turbo unlock and you have wrong frequency,

Xeon E5 2630v3 should be 2,4ghz non turbo and 3,2ghz turbo

As for the frequency it shows, it is only aesthetic.
I still have the same score in geekbench. The strange thing is that I do not have in the driver folder (V3DUAL.EFI). But in the ASUS screen at the top left, it shows me that it has been loaded successfully.
I think it is loading the driver that I put for the method in windows.
Later I will put you some images

The efi folder I'm still working on it.

The power supply that I have Antec 850wt, has two cpu connectors, so I don't use any adapter.

If your EFI was able to boot you computer, so that's fine, maybe just a few tweaks to perfection.

Do you have any power management issues? Usb ports 2.0, 3.0 , everything works? And about sleep, awake from sleep, restart and shutdown?

anychances to make hack with this specs??

about Rx560 you will get full hardware acceleration with whatevergreen kext

i am waiting for a splitter EPS12v to load the second cpu socket, after that i will start testing my Asus Z10Pa-d8 and 2 x E5-2680v3.

We can keep in touch, CORVINON as weell, and share our problems and solutions.
