Looks like it's not out for all the motherboards yet but yes please try BIOS 0702 non patched with MSR lock disabled in BIOS and report back. Also disable 'AppleCpuPmCfgLock' and 'AppleXcpmCfgLock' in the config.plist. Hopefully ASUS fixed it!
Do you solve this issue, the msr lock disabled not work fine.

Asus fixed this in BIOS 0702. No need to patch the BIOS and MSR shows as unlocked without those Kernel Quirks enabled.

Thanks, Just I disable the MSR lock, then save and reboot the PC? But when I install big sur, some error occurred.

Can you post your efi? And bios options?
We have the same board and everything works for me although all the asus motherboards have a very similar efi setup
I post the files below. The config file flowed your config.plist. I need to check flow options to install Big sur. if not an error will occur (MSR lock have been disabled).
Kernel -> Quirks

Please upload your whole EFI. You're missing some stuff and i don't know what's in your SSDT-Shaka.aml

Try this EFI as is first.

You're missing TSCAdjustReset (I adjusted it for your 14 core CPU). Not sure why your Shaka.kext has USB info for both iMacPro1,1 and MacPro7,1. Also your custom memory is wrong since x299 only has 8 ram slots. I just used my EFI and removed some custom stuff specific to my build.

I try to install the Big Sur, but the installation process cannot complete, when there 25 minutes remained to complete the installation, and the PC restart repeatedly. Do I need reset NVRAM?IMG_0179.JPG
