Dell Inspiron 530 - High Sierra

Clearly the booted Installer is not seeing the SATA drive/s.
When you boot into BIOS Setup, can you see the SATA drives listed in the BIOS Setup ?
If not, you have a hardware problem. May be a bad SATA data cable or bad power cable or bad SATA drive.

If you do see the SATA drives listed in BIOS, then the issue is with macOS Installer does not have the correct drivers enabled for Dell 530. Are you using any DSDT.aml in Clover ? If not, then that's your problem.
Yes, the SSD shows in the BIOS. I'm not sure on the DSDT question, I'm presently at work till 4pm ET, so I'll check when I get home.

Went home at lunch and checked the USB EFI/Clover/ACPI and there is no DSDT.aml

There's a DSDL.aml file there. Copy it to your USB stick in EFI/CLover/ACPI/Patched folder and try booting it.
That DSDT.aml assumes that the graphics card is Nvidia GT240 but if your Unibeast config is setup for AMD GPU then it should still boot. Then check if Disk Utility sees your SATA drive.

If not, post your USB EFI folder (zipped up).

Okay, I copied and pasted your DSDT.aml into the "Patched" folder but left the name "Dell 530 DSDT.aml" and it made no difference in the SSD showing up. I then went back and renamed it to "DSDT.aml" and booted again. I have attached a screen shot of where Clover got stuck along with my EFI folder.

That screen shot is not Clover hangup. It is showing macOS boot log.
Are you sure it was hanging ? That is, was the HDD LED flashing or keyboard Caps Lock LED working ?
If it was then what it means is that macOS booted but now the graphics is not working with that DSDT.aml

Try the attached files. Rename them to config.plist and DSDT.aml and copy them to their correct folders on the USB.

BOOM! Success! At first I thought it had hung, the monitor went into standby but I noticed that the USB drive light continued to flash periodically plus the CAPS lock did light up when pressed. I continued to wait but the monitor wasn't coming back on so I wondered if it may be due to using HDMI so I also plugged in my DVI. When I got back in front of the monitor the picture with the language selection was showing on the HDMI input but it was very "jittery" so I switched to DVI and it was much better. I'm now in the process of trying to install High Sierra onto the SSD.

Excellent. Is that with the "try-these" files I posted ?
I'm not sure how well your graphics card is supported on High Sierra.

Yes, the "try-these" plist and DSDT made the difference in getting the SSD to show up but you may be right on vid card as when I tried booting to the High Sierra SSD after installing from the USB, it stops at the point in the attached screenshot and the screen goes black. The system appeared to still be active (CAPS lock light worked, I saw some HD activity as the light was blinking), so I just left the system alone for over an hour but nothing ever came back on the screen.

I assume you copied the USB EFI Folder to your SSD EFI ?
In the config.plist you may need to add a framebuffer for your HD 5670 GPU.
Using your favourite plist editor, edit your config.plist and add the following :

Graphics/FBName=Baboon
Graphics/VideoPorts=3

No I didn't. I followed the HS Guide here, and it did not mention doing that.
