10.13.16 is not the build number.

I don't have ethernet kext found for my Asus maximus viii hero.

I've still got 10.12 Sierra running on this build. Any suggestions on a cheap AMD graphics card option that would allow me to upgrade to Mojave, Catalina or even Big Sur? These days it is getting minimal use and I don't need any performance from the graphics card, but I do need something that will work reliably.

Your GTX 760 is still supported, IIRC. Check your System Information to see if the 760 is Metal compatible.

You are attempting to install the wrong version of the web drivers.
You must install the version that matches your OS build number.
