OK. That is the order in which I have them, with the only exception that I have the DTPG 6th in your list (its 5th on my list as my list starts at 0). I can delete the DTPG one, but I still don't have Thunderbolt. Will I see something in the system profile, under thunderbolt? (Also, when I plug my Thunderbolt device in, there is nothing.)

You dont need DTPG. It wont appear under thunderbolt (you need to flash it with custom firmware to appear there), if it’s enabled you should see a thunderbolt device and a usb c device under PCI in system profile.

This may be another dumb question... But it appears the Bluetooth card needs an internal USB header to plug into. My board, the X299 Prime Deluxe, only has one header and the Thunderbolt 3 card is currently using it. Do I really have to make a choice between T3 or Bluetooth? Do other users of this board have this issue, or where do you plug in the bluetooth card, if you also have a T3 card in your system?

This has been discussed many times, BT requires USB2.0.

You can either get an internal hub, use a rear port from the inside, or a PCIe expansion card.

Yep like @izo1 said those are your options.
I actually updated my github with this info yesterday. It’s one of the few major cons to the Sage board that’s been asked multiple times but it still pertains to other boards.

Ooooh. Interesting. Ok, I apologize for the redundancy. I have never heard of these options. Do you have an internal hub recommendation, and/or a PCIE expansion card recommendation? I have never heard of either for an internal USB header. I don't know how I would use a rear port from the inside, the cable is too short and the end isn't a USB style end, it's like what an internal fan should use.

EDIT: JUST now saw the post you sent me and the excellent recommendations! Thank you! I just bought one of each so I have options and I can see if the cord will be long enough. I like the idea of using the external USB port the best. I'm also glad to find out that I'm not crazy and just ignorant about my motherboard!

Internal USB 2 ports are two rows of 5 with one missing so 9 pins. However, not all internal usb 2 devices actually use all 9 pins. You can buy two of those cables to make a '10' pin. You can also use regular USB A extension cables if the wire is too short.

I used to do
2 x USB A extension cables -> https://www.amazon.com/gp/product/B000V6WD8A/?tag=tonymacx86com-20 -> to an internal usb hub for all my internal devices (Bluetooth, Titan ridge, corsair rgb). It's not the most elegant but it works if you don't have internal ports available.

EDIT:
I've updated post 1 on my other two threads (@vincek8s started this one unfortunately) with important sections of my github so hopefully it's clearer on where to start with OpenCore or fix issues with booting on newer boards/BIOS. Also has suggestions on connecting internal usb devices when none are available.

I have a couple questions:

1) My thunderbolt (the gigabyte titan ridge card) shows up under PCI like you said. I understand that if I want to show up under thunderbolt, the card needs to have a custom flashed BIOS. Not so concerned about that. But I have two items that I plugged into the USBC port on the card: I have a OWC Helios Thunderbolt 3 to PCIE adapter. In that adapter I have tried two different Mac capable cards: One is a 10G sonnet mac network interface card, and I can not get it to show up anywhere, and I have installed the drivers for the card. The other is an OWC Mercury Accelsior PCIE hadr drive, which also I can not get to show up. What am I a doing wrong? If the thunderbolt 3 card is working fine, but what I attach to it might not be, how would I know that the card is working fine? DOes that make sense?

2) When the mac goes to sleep it wakes up just fine, but the fans keep turning on and off while the mac is sleeping. Any idea of what that is and how to stop it? Especially the graphics card, it keeps turning the LED lights on as well as the fans, but it's not waking up the mac.

3) I'm still waiting on my extension cable/internal usb hub stuff from amazon to try to get the bluetooth card installed.

Thank you for all your help! My mac is purring (i have to reinstall windows now, but that shouldn't be a problem.... I hope!)

I installed this bluetooth / wireless card:
https://www.amazon.com/gp/product/B082X8MBMD/?tag=tonymacx86com-20
It says it doesn't need drivers and it is supported by apple for hand off, continuity, etc.
I can not get the system to recognize this card. In system profiler, under bluetooth it recognizes the built in bluetooth, but not the above card. I installed the card in the PCIEX1_2 slot (it's a short slot, 5th slot down on the X299 Prime Deluxe.) Windows sees the bluetooth ok in device manager, after installing the drivers, it reads as Apple Bluetooth.... But nothing in the mac shows the card. How do I get mac to recognize the card?

EDIT: I ordered another card to see if maybe that will fix the problem. It should be here tomorrow....

Do I need to turn bluetooth off in the BIOS? Wireless too? What about SATA ports affecting the slot, disabling it?

So I would not recommend the youbo card mentioned in my last post. The Fenvi FV-T919 worked like a champ. I didn't have to do anything other than install the card and it is working great!
