[SUCCESS] Gigabyte Designare Z390 (Thunderbolt 3) + i7-9700K + AMD RX 580

Issue solved, i had to overinstall 10.14.6 mojave full installer and right now the application works again...buhh, happy now...

I found the problem. Meanwhile, the issue was caused by an application called KCPM Utility...It had some permission resetting features in it. So, overall, I would avoid using any reset permission tools in Mojave or later. macOS doesn't like that anymore.
 
Bluetooth works, after disabling the UIAC.aml but trying to import from iPhone functionality timeouts quickly and fails.

Some questions:
  • When you say the mouse cursor freezes, does the entire system freeze or only the mouse? In other words if you open a web page containing animations or a YouTube video, does the animation/video also freeze every 3 seconds?
  • What is the make/model of the mouse?
  • Are you using a good quality HDMI cable that is certified for 4K 60Hz (HDMI 2.0)? Have you tried a different HDMI cable?

The mouse is a Logitech MX Master using a Logitech dongle.
Video and animations don't freeze, even the blinking cursor in a text box doesn't freeze.
The DP cable I'm using is definitely for 4k@60hz
I also checked a HDMI cable but like I said, the problem is much worse on HDMI.

I have a Logitech MX Master 3 with 4k DP, and I, as well, noticed mouse stutters/lags!
I thought I'm alone in this. Do you think its related to our configs?
 
Let's try this:
  • Shutdown and flip power switch on back of PSU for 10 seconds (or pull plug from the wall).
  • Turn power back on and enter BIOS Setup. Confirm that the Boot Order is correct (Samsung first, Sunbow second).
  • Save and exit from BIOS setup.
  • Just to be safe, press F12 at BIOS splash screen and select the Samsung SSD from the BIOS Boot Menu (not Clover Boot Menu).
  • Then at the Clover Boot Menu, select Boot macOS from Samsung.
  • Confirm that Catalina 10.15.4 boots up correctly.
  • Now start the supplemental update once again from System Information --> Software Update.
  • Each time the system reboots press F12 to open the BIOS boot menu and select the Samsung SSD.
  • At the Clover Boot Menu, if a boot entry exists that contains the word Install, always choose that.

Same error unfortunately, although it was aligned on my monitor in a different way, and pressing a key resulted in getting back to the BIOS boot menu as opposed to just a blank screen. I went back to the BIOS setup and saw that the boot order seemed to get bumped down: #1 was disabled but #2 was samsung, and then #3 was sunbow. I tried these steps twice, making sure to press F12 and select Samsung, but got the same results.

I actually used the MX Master and the GPU on my old system before and I experienced the same issue. Using my 4k display worked fine on my old config and a GTX 680 but when I switched to the RX 5700xt, the problem started. So it's either the GPU itself or the GPU in combination with this or any 4k display. At first I thought it must be because I used a very old MoBo and CPU but the problem persists on the new system. Did you ever try a wired mouse?
