Unfortunaly still unable to check your files.
i readed on a thread about Asus WS422 mobo that they boot with SSDT RTC the definition block and the _ini method is close to the ACPI patch needded for X299X GA Designare but seems more adapted for PCI configuration : when I ´ll be able to post i’ ll keep you informed

I don't understand what "_ini method" is, I haven't got that deep knowledge

I will check your EFI folder , meanwhile you should try EFI with OcQuirks on an USB stick

You need ACPI patches to gain full functionality with an X299 motherboard. Read the guidance to learn more about SSDT.

another point to check to see if there is no USB3 issue : see at this post #1 download the attached kexts.zip and get a try with the AppleUSBXHCI.kext (there are small luck that it will be that on X299 but why not if usual X299 XHCI don't work with your refresh X299 Mobo : in case let the two kexts together)
 
It's late here so before to go "dans les bras de Morphée " : the most frustrating is that there are not many errors in your preboot.log that I have checked and OcQuirks is OK.
So I think it is new hardware issue like on the Asrock X299 Taichi CLX.
