I would really appreciate if someone tell me if this is just me or you also can not adjust the volume over the slide adjuster.

Please note, my monitor has build-in speakers, I also had the same problem when I was using Nvidia GTX 660 Ti, but since the RX 580 Pulse is now natively supported I believe that could be fixed or maybe I'm wrong.

P.S. I'm using the latest MacOS Catalina 10.15.3

as per apple design, you can only control volume from the device

The Sound control app will solve your problem
 
Search github for an app called monitor control, very helpful to control volume and brightness
