First if you are using iMac Pro 1,1 you would not have the IGPU enabled, second it might very well that you need a dummy kext that tells the HEVC to use the navi card. But from reading below it looks like it just works.

I tried dummy144 and dummy152 for Mac1,1 and 19.1 and 19.2, with and without iGPU, none of them are able to working with HW encoding. only use fully of CPU, and no usage of GPU.

Any idea to make HW work?

I do not normally do video work I just assumed because videoproc said HEVC was working that it was. However, today I did some video encoding for my portfolio and noticed that my GPU was only being utilized very slightly. I did some research and it seems like Catalina breaks the HWencoding, though I booted to Mojave and it seemed like the same using about 1% of the GPU and about 30% of each core and none of the Hyperthreads.
