I guess my only concern is...
Shouldn't that terminal command + handbrake encode be showing some VCE related activity?
 
Look for VTDecoderXPCService in activity monitor and see what the GPU usage is.

Use this dummy kext to add back HEVC for RX 4xx / 5xx

I have upgraded to 10.15.2 and have hevc acceleration without additional kext. Key is to have HEADLESS setup (igpu enabled) and correct system definitions (to your specific hardware). Everything works then without needless tinkering and performance is on par.

because your iGPU handles HEVC, people here are discussing AMD GPU only system.
 
No issues after upgrading here. Just updated lilu + whatevergreen and 10.15.2 went smoothly.
I have both Radeon RX 590 and iGPU installed.
