On High Sierra - Can I Update Directly to Catalina?

Yes You can convert your Boot Partition to APFS using recovery Mode

Can you do this as part of the update process, or do you have to do it before upgrading? I am currently on High Sierra but the drive is HFS+

Mojave changed the file system for you. I would guess Catalina would do the same.

From Apple:

* To upgrade from Lion or Mountain Lion, first upgrade to El Capitan, then upgrade to Catalina. To find your macOS version, Mac model, memory, and storage space, choose About This Mac from the Apple menu . If your Mac isn't compatible with macOS Catalina, the installer will let you know. View the complete list of compatible computers.
 
Was your High Sierra already on APFS? Mine is on HFS+, so not sure if it will work.
probably but Catalina will automatically convert it if I remember correctly. Trying to avoid APFS just adds more pain, I have 2 hacks both running APFS and its fine.
