/Library/Extensions or /System/Library/Extensions on the system partition.
Given that you upgraded from Yosemite then /System/Library/Extensions is the likely candidate.

Excellent! Mounting the drive as an external drive on another Mac and removing the EvOreboot.kext from /System/Library/Extensions was a success! I was finally able to boot up and complete the installation of High Sierra.

Many thanks P1LGRIM!!

Expected behaviour, EvOreboot.kext is incompatible with High Sierra - Remove it.
Excellent Detective work! I missed it because I read OP's post
Finally, I was able to boot into the Apple Installer and install High Sierra ("40 minutes to install" screen). Once it was completed, the system tried to restart to finish the installation.
as Reformat and Reinstall through Disk Utility and expected EFI to be blasted and recreated!

I knew something wrong with CLOVER contents but did not know what and why. Thanks for your input and it would fix his problem too.

I have same problem
My system is I5 8350U / KabyLake UHD620
256GB SSD

This is exacttly what happened to me ...

First i installed High Sierra from the scratch but my USB and sound was not working. Did all updates and still got the problems.
So i reainstalled the whole system. Now USb and sound worked, but after i did he 10.13 -> 10.13.6 update i am stuck in the reboot loop.
There is no EvOreboot.kext in /s/e neither in /s/l/e ... so i got no clue what to do now
