I have the same laptop as blazinsmokey, but with a SK Hynix 512GB drive. I am unable to get to the macOS installer. It gets to the "still waiting for root device" line and just sits until it times out. I've tried 5 different USB drives in all the USB ports. I've tried USB2 and USB3. At a loss as to why this is happening. I see this in other forums, but since nobody here in this thread seems to have it, I'm not sure why its happening.
Hey. Have some reading on this, this might help you.

Thank you for that link. I translated the page to English and I see that there is a section for using a SK Hynix hard drive. It says to use the included config-hynix.plist. I tried this and my boot failed again. I wanted to integrate this into my own .plist, but it doesn't give instruction on what to change in the .plist.

Also, I haven't even been able to install Majove yet. I'm still trying to boot the Install USB drive I created.

Use clover configurator and apply this to your config:

Thank you for the explanation. Unfortunately, this didn't work for me. I confirmed all the edits and made sure it was applied. No luck.

seems that your's problem is that installer cannot mount partition from usb stick.
0) try to update your bios
1) try to reset bios settings and set them according to KNNSpeed's BIOS Settings found here https://www.tonymacx86.com/threads/guide-dell-xps-15-9560-4k-touch-1tb-ssd-32gb-ram-100-adobergb.224486/.
2) try latest blazinsmokey's clover found in first post of this thread.

0. BIOS is the latest from Dell's website (1.12.1)
1. Found that guide before and made sure my settings were the same.
2. Was already using Blazinmokey's latest clover v3.3 .zip.

try using toshiba xg3/xg4/xg5 nvme drive instead of hynix.

I just tried this other guide and it works without issue. I don't think the issue is with my NVMe Hynix drive as it is not even getting far enough to start the install. I can't even mount the HFS+ partition on the USB installer. I'd really like to try Blazinmokey's method as the files are much newer and it seems cleaner, but unless somebody can tell me difference between the two config.plist files or what is causing Blazinmokey's method to not work, I have no idea.

Not that I think it really matters but the latest BIOS is 1.14.3. Which I am currently using.

Well if you got macOS installed using another method, once installed and as long it's vanilla meaning nothing installed on SLE or LE, you should be able to replace your clover with mine. I can tell you that other guide I looked over the files a long time ago, even tried it and was even trying to help there with not having redundant files/patches and such but didn't seem like the OP there cared much. It was messy to say the least which is why I turned back to KNN's setup and then updated things manually myself to give a cleaner setup. That's how this guide came to be....

If the replacement after doesn't work, post your clover that you used to succeed install and I'll try to take a look later. My guess is maybe there are too much going on in my clover for install but you would be the first to have this problem as well and I think a decent amount of users have installed with my Clover without issues.

Yep, I just realized that. I stayed on 1.12.1 because I wasn't sure if anything would break if I upgraded.

That's exactly what I did. Installed with the other CLOVER folder then switched to yours. Honestly, there wasn't much a difference between the two, but yours is much cleaner. I still have a few small issues with waking after sleep such as USB ports sometimes being disabled, and my USB-C (Dell D59GG) ethernet adapter doesn't work and it did under the other config.

After reading through the entire thread and not seeing anything about problems, I realized that my laptop must be an anomaly somehow.
