If you plug the monitor into the VEGA it will then reflect as the Primary GPU. In addition you might need to change your SM to 18,3 or 19,1 or even iMac Pro 1,1 and turn the IGPU off.

i plugged it in but, the screen on my monitor stays black instead of going into bios when booting.

in the bios you need to set the DGPU as the primary.
