Hey all. Been pulling my hair out all day over what I thought would Just Work™️ ... :/

Fresh Mojave install and I have a BCM94360CD in a pcie adapter, positioned at PCIE1. The wifi in Preferences --> Network (and status bar top-right) keeps turning on and off by itself, it tries to connect to a wifi station but never does, and it'll turn off again. No bluetooth preference pane or in System Information.

Anyone know what the problem could be?

Motherboard: Gigabyte Z370-HD3P
CPU: i5-9600K

first thing to do would be to try your Wifi card in a Windows machine and see how it works. That way you can rule out a hardware problem.

Good call! I just ruled out a hardware problem. I popped it into a windows machine, installed some drivers I found online, and both wifi and bluetooth work beautifully.
 
I believe that the BCM946340CD has native support under OSX. So the AirportBrcmFixup and the BrcmPatchRAM2 and BrcmFirmwareRepo kexts should not be used in your case. Try taking out those kexts, as I believe they may cause issues with natively supported cards like yours.

(BTW, the BrcmFirwareRepo kext is also the incorrect kext, since it cannot be injected under Clover, the BrcmFirmwareData kext is the correct kext for clover injection for those wifi/BT cards that need it). Try taking out those kexts, as I believe they may cause issues with natively supported cards like yours.
Yeah I should have mentioned that I tried all this with just the initial vanilla Mojave installation and only after that didn't work did I do the search and start following directions in that thread.

I have the exact same card the BCM94360CD. Here's what mine shows that is different from your info in System Report > Wifi. Mine worked OOB the very first time even before creating a USB SSDT.

Mine has a country code: U.S. and it shows Supported PHY Modes and Supported Channels. Mine also has 149 associated with Airdrop Channel. Yours has 0. If you can return that and buy the Fenvi FV-T919 from Newegg you may have better results. Those should have the required Country Code info and work here in the US.

To determine whether there are conflicting country codes preventing your wifi from working, hold the Option key, click the Wi-Fi icon on the top bar, and select “Open Wireless Diagnostics.” Go through the wizard, which will scan your area and alert you to things you can do to improve your Wi-Fi.

At the end of the process, you might see “Conflicting Country Codes” in the summary. This could indicate that your Wifi card is not meant for the US market, which your router is designed for.

Interesting... I remember seeing the country code be "US" at some point. For the original screenshot I actually had the device disabled in network settings and I thought that was causing it to not show up however that wasn't the problem. I removed all the extra kext's associated with the guide I mentioned in the OP but I still don't see a country code at all or even Locale of "FCC".

Did running Wireless diagnostics provide any useful info ?

You could also try installing it in a different PCIe x1 slot to see if it changes anything.

Hmmm when I run wireless diagnostics my machine just resets, when I comes back it asks if I want to file a report with Apple and this is the content:
