Can i make a Clover Usb And put the imac hdd with exitsting macos and boot it using Clover

Yes, with the caveat that you may need to edit the Clover boot loader config.plist for hardware injection and add graphics driver kexts, depending on your hardware.

No. Requires a working Mac or PC running Mac OS.
