This can have any one or more of several causes and uploading the CLOVER from the USB as a zipped file and the BIOS USB controller choices made can get you a better response. Otherwise consider the following and do the troubleshoot yourself.

• Improperly created CLOVER [ Clover/kexts/Other -lacking USB supporting kexts, Config.plist _Devices lacking USB [√]inject and [√] FixOwnership
• BIOS USB Controllers are not properly selected
