As can be easily seen in ioreg, Generate/PluginType=true is working just fine:

Thanks for the clarification. I was just wondering because it seems like HWP is not working. Do you have an idea why AppleIntelInfo.dat is missing the HWP sections? Or is there any other way to see if it is actually working?

HWP will be enabled by the SMBIOS you're using.
Maybe the version of AppleIntelInfo.kext you're using is not coded to report HWP data (eg. you're using an old version).
