Please try this.
Although the video still goes blank with this config.plist, Reboot is actually working now! Disabling the "Debug" flag in the Boot section got this to work...who knew??!! :)

Reboot: working
Shutdown: reboots the system now instead of throwing a kernel panic

Hmm... Wonder why your IGPU still goes black... I know the settings to spoof Coffee Lake are correct... Maybe try spoofing Kaby Lake?

I've just booted with the Radeon RX580 card while keeping the 9E3B device ID for iGPU. Interestingly, video output through the RX580 is fine, and I can see the iGPU in IORegistryExplorer, but not in System Report.

Also, the latest commits to WhateverGreen do not include 3E98, so spoofing will have to continue.

Hmm... I wonder if the reason why it's not showing in System Information is due to pipes. I don't know if there has been changes in that regard with Coffee Lake Refresh. I use a Vega with IGPU enabled only for features like AirPlay support, HEVC, etc.

However, if IGPU is enabled and your IORegistryExplorer confirms this, I would leave it. Please try running MacX Video Converter Pro or VidProc to see if hardware encoding is available. If it is, then it would appear IGPU is working for you and no changes should be needed until Coffee Lake Refresh IGPU is natively supported by macOS and/or WhateverGreen.

Looks like it's working! And I agree that we may have to wait until Coffee Lake Refresh is natively supported or WhateverGreen is updated...

I would have thought with this board you would be using OsxAptioFix3Drv-64.efi and EmuVariableUefi-64 with RC scripts.
As mentioned in the first post of this thread, I tried that combination (and all other MemoryFix drivers) with no luck. I kept getting Cannot Allocate Memory fatal errors on boot. But Reboot is working now.
 
Oh my goodness, I think I was able to get Titan Ridge Thunderbolt 3 working. But I must caution that "working" does not mean I have extensively tested everything. Far from it.

Here's what I've tested:
  • System powered off.
  • Plugged my USB-C flash drive in the Thunderbolt 3 port.
  • System powered on.
  • USB-C flash drive appeared on the Mojave desktop! I could open and read the files on the disk.
  • I then ejected the disk and the icon went away.
  • I removed the disk and re-inserted the disk.
  • The USB-C disk icon came back!
  • This means USB-C disk "Hot Swap" works.
  • Then I checked "System Report" --> "PCI" and captured the attached screenshot!
What did I do?
  • I copied the attached two SSDTs to the "EFI -> CLOVER -> ACPI -> patched" folder and rebooted.
  • The first SSDT "SSDT-X299-TB3HP-DESIGNARE" is a slight modification of the file posted by "KGP-iMacPro" on InsanelyMac forum (the thread is "Thunderbolt Drivers"). I followed the "EXTRAS" procedure from Post 1 of this thread to modify the SSDT by changing RP21 to RP05.
  • The second SSDT "SSDT-DTPG" is needed by the first SSDT because it provides a key Method Object.
  • My SMBIOS is set to MacMini8,1.
