Mojave App Store Not Working

I updated to Mojave everything except graphic and App Store works fine.
For graphic I know I have to wait until Nvidia releases a new driver.
But for App Store I couldn't solve the problem .
In 10.13.6 App Store worked fine but in this version when I try to download something free it says

Did I miss something when I updated from High Sierra to Mojave?
 
@mohalisad, please update your profile (personal details) with your Motherboard, CPU and iGPU or Graphics Card(s).
If you have a prebuilt computer enter make and model instead of motherboard.

Does anybody have this problem in new App Store?
Did you already try to sign out and sign in again?
  1. Open App Store
  2. Click on Store -> Sign Out in menu
  3. Quit App Store
  4. Open App Store again
  5. Sign in

When I'm clicking sign out nothing happens I don't know why

I went to my account and pressed View Information after I entered the password nothing happened
After that I tried to download something again this time hopefully no error shown
but it stuck on downloading

What worked for me:
System Preferences > Internet Accounts > iCloud
sign in. It might ask for 2-factor authentication, which you could do (but I skipped it).
Go to the store and see if it works. Once you've verified that it works, then if you're annoyed by the iCloud notifications, you can return to System Preferences > Internet Accounts, click iCloud and click the minus button at the bottom.

I have tried the solution above, it didn't work for me.

This is I think where it fails -

I was able to use the iCloud method to get access to the App Store but it refuses to let me download anything. it lets me click on get and then download but then just a spinning arrow that seems to never stop and does not download. I was trying to download ad block from betafish. it now shows a cloud download icon but clicking on the cloud icon results in the spinning arrow of death. when I first set up and signed into iCloud, there was a short lived popup box that came up stating that it had sent an authentication notification to one of my other devices and since I use android devices, I'm assuming they sent it to my iMac that this Hackintosh is going to replace. for the life of me I can't figure out where that notification is.
