Can't Get Sierra to Install

This is standard. You download the installation app, and, when the download is complete, it opens for you to start the installation. If you don't want install Sierra at the time and place, just quit the installer.
it wont download it, it will say your Mac OSX is unsupported
 
Your Mac mini 2007 is too old to run Sierra. Try something older like Mt. Lion ? That may not even support a Mini that old.

how do I get Mac OS X Mt. Lion?
Did you ever purchase, download it, from the MAS back when it was available in about 2012 ? If so, you can re-download it for free. It looks like they don't even sell Mt. Lion anymore at the MAS. I don't think Apple lets you go further than Lion on that 2007 Mac Mini anyway, it's pretty much a museum piece at this point.

nope this is my first time using a Mac, its running Lion 10.7.5 and there's apps and games I want to install on it but it needs 10.8 or higher

my mac mini is a macmini2,1 intel core 2 duo 2gb ram 1.83ghz, I got a copy of Mt. Lion but it says that my mac mini not compatible

Why not run Mt. Lion on your HP 6200 Pro ? That would be an alternative.
