I have also a X99 system just like yours, same board, same CPU (I have quite a fleet ) I just discovered what was that was preventing boot.. THE BIOS!... amazingly enough, I unlocked the bios with the procedure shown above (just like I have with my X299 system according to your directions), that was the last thing I had left to replace.. Loaded the original Bios into USB, re-flash and it now works.. There must be something wrong with patching tool on fresh installs.You are still with the Z370G as shown in your profile? Not sure if my EFI-Folder would work with this board without modifications..
Usually performing 1.) to 3.) is sufficient to successfully boot any X99 system..
I could send you the Bios I made if you'd like to give it a go? I managed to use it before I formatted to adopt new iMacPro system, but with fresh install, it wouldn't boot from M.2.. So weird
