Is it possible you share the kext? i have the same drive as you and I tried patching and it still crashes.. may be i'll have a look at your one and see whats wrong?
or it's all individual?
my setup is booting from cloned 13.4 (haven't tried 13.5 yet) to usb3 hdd with hfs+, and when I enable nvme (we tried a lot of options with patching) it anyways crashes

SSD path is \_SB.PCI0.RP09.PXSX
if correct SSDT_NVMe-Pcc.aml is in EFI/Clover/ACPI/patched, then may I use your kext? (if so could u please share it)
also, may the problem be in that my usd3 HDD where currently mac is running from is JHFS+?

I can not install the high sierra. when it is installing then reboot.
can it patch with the usb boot disk ?

I upload my kext and ssdt-nvme, and my nvme SSD path also is \_SB.PCI0.RP09.PXSX. Wish it will work.

It looks like this will not work with install to PM981, I am still crashing with your kext and SSDT (edited for my device path).
