Mouse preference pane quits unexpectedly

I only had English in the list.

Another interesting item is that with Sierra Filemaker help would not work, sleep did not work no mater what the Darkwake setting was.
Under El Capitain everything works fine.
 
I have the same issue on my desktop hackintosh, which I recently (end of May 2017) upgraded from El Cap to Sierra. Mouse and trackpad preferences worked fine in El Cap, but now selecting them causes system prefs to crash. If I turn off the bluetooth Apple Magic Mouse, then I can open the mouse pref pane and configure a USB mouse that I have connected. That suggests it might be bluetooth issue, but my bluetooth keyboard pref pane works fine. To confirm, both the magic mouse and trackpad work perfectly, but it's impossible to change any settings.
I went directly to 10.12.5 from El Cap. I've tried lots of fixes, suck as deleting preference and cache files and replacing the sierra preference panes with those from El Cap (I have a clone backup of my El Cap install and used those). None of that has helped. I've done heaps of restarts and log ins too, of course.
I've attached the crash log in case any one can shed any light on the issue from that. It's mostly gibberish to me. The most important info, however, appears to be this:

Btw, I have a refurb macbook bought recently and set up using migration assistant - so it has the same settings as the hackintosh. I can use the magic mouse with the macbook and system prefs doesn't crash.

I have a theory on the cause of my own issue, from the crashed thread in the post above: I think it may something to do with the videos that are shown in those two preference panes. If the videos won't play, systems prefs crashes. so that may bring us to graphics card issues.
I've tried search for 'com.apple.coremedia.player.async.0x6000001146d0' and related files (such as com.apple.coremedia.player) and find nothing.
I could easily live without the videos. Is there a way to disable them from playing without being able to access the preference panes?

I was able to fix it by right clicking on the prefpane file (/System/Library/PreferencePanes/)-> show packages -> content -> resources and deleting the touchMovie.mov file
 
I will try that if I decide to re-install Sierra again. I sort of suspected that it might have something to do with the video.
It's strange that under El Capitan it's not a problem.

I got a temporary fix for ya.

In "/System/Library/PreferencePanes/" replace Sierras' "Mouse.prefPane" with El Capitan "Mouse.prefPane". Then open the package contents of "Mouse.prefPane" browse to "Contents/Resources/" and delete "touchMovie.mov". Thou Sierras' version does not have a movie, just a file called "touchMoviePlaceholder.png".

At home, my "Mouse.prefPane" works on my Asus Z170 deluxe with my GTX980. No modding necessary. Just on the Gigabyte z97 with GTX660t it didn't work.

It seems to me like it could be a Kepler card issue as I'm having the same problem on my brand new build with a geforce 780 card.

I'm running the newest version of sierra 10.12.5, after a fresh install. I had previously upgraded from 10.12.2 and came across this problem, however after a fresh install directly to 10.12.5 the crashing still persists.
