I'm a little confused how to load Snow Leopard (via Apple DVD) and eventually upgrade to El Capitan. Here's my system:

ASUS Z170-AR
Intel i5-6400
Corsair 16 GB DDR4 2133MHz
Samsung SSD 850 EVO 250GB (M.2)
using integrated GPU

I'm not sure which iBoot to use for Skylake. I'm also not sure if I'm on the right track? Will I be able to install Snow Leopard and upgrade the system to El Capitan? 1st time trying this on a physical setup.

Currently there is no iBoot for Skylake hardware - you need a Mac or PC-Mac running OS X to create your UniBeast USB.

I have an old Dell laptop (XPS 1210) that I think will run Snow Leopard. If I get it to work on that will it be sufficient to create an El Capitan/UniBeast USB?

Yes, if you can get it to work at all. You do not even have to get it 100% working and booting from HDD- just get it installed, connected to the internet to download the 10.6.8 combo update and install that to get the app store and then download El Capitan and UniBeast app and create your USB. Then you can put Linux on it and enjoy Linux instead of WinXP.
