Can't get USB Bluetooth working with 10.11 El Capitan

I have another thread about installing a BCM20702A0 USB Bluetooth adapter in OS X 10.10 Yosemite, but I'm having the exact same issue in 10.11 El Capitan after a clean install (I removed my OS X partition earlier this year, and now want to go back).

In short, I'm running 10.11.1 (taking the update last time lead to system instability, so I'm holding off for now), and my Bluetooth dongle doesn't work. It's an Insignia Bluetooth 4.0 USB Adapter from BestBuy and uses the Broadcom BCM20702A0 chipset. I've already tried using KextBeast to install the BrcmPatchRAM2.kext and BrcmFirmwareRepo.kext files to /System/Library/Extensions, but after rebooting it continues to not work (the Bluetooth File Exchange app reports no hardware, as does System Information, and the Bluetooth icon doesn't appear in Settings). I've tried multiple USB ports, which all report that the device is plugged in. Here's the information available from System Information:

I've tried installing this IOBluetoothFamily kext which is supposed to work with El Capitan in conjunction with the previously mentioned kexts with no avail. After taking the 10.11.2 update and this file, I still have no Bluetooth.

The device is plugged into a USB 2.0 port in the same hub as my keyboard and mouse, so I don't believe it to be a USB malfunction.

No need to rollback IOBluetoothFamily.kext.
 
Even with the default IOBluetoothFamily, it still doesn't recognize.

Restore all kexts to vanilla. Note: Your device is not supported by BrcmPatchRAM, so no sense in installing it.

No match ever in BrcmPatchRAM for 19ff:0239.

While you may have had it installed and bluetooth working, the kext was never loading for that vendor/device-id combination.

well that blows, i went out and bought this today,,, back to BB this goes

That's strange. Yeah, using the method you had helped me with prior worked in Yosemite worked with that adapter. I was under the impression that it would continue to work in future versions. Could I put my vendor/device IDs in a configuration file somewhere and test if that works?

You should check in Windows. I don't think your device needs a firmware uploader.
