No. CsrActiveConfig is an IOReg property; the bootloader can set the value.
Pike discusses El Capitan/Terminal commands available in Single User Mode, OS X installer or Recovery.

No reason to use 0x67, suggest, use 0x1 for Software Update or 0x3 for kext patching and cache rebuild.

One thing I want to add that's very important for users to be aware of. It's not JUST OS X updates that trigger a kernel cache rebuild. For example any time you install/update little snitch, it forces one DURING THE INSTALL. Be aware of things like this. You should pretty much plan that updating anything with system should follow the steps outlined. little snitch, nvidia drivers, any other kernel related things.
 
i never had issues when updating.
 
Has anyone got usb 3 working in this new beta 5 and do any of the current GenericUSBXHCI kexts work now without creating a kernel panic? just wanted to know cause i saw some text during verbose boot about AppleUSBXHCI creating port 1 to 4 on my mb which was not present in beta 4- but have been unable to test properly-i.e seem to still get 480MB/s max which aint usb3 supperspeed right? Also is there any way to get rid of that annoying sandbox info that rolls for ages just before booting into desktop-says a ton of info about AirplayHelper regarding utilities in the apps folder on my hack!

No, mine USB3.0 are no working. (8086 8cb1)
 
Thanks Tom-guess we will just have to wait till someone figures out a workaround
