I've been trying to reinstall, but I keep getting this error message.

The pop up says: "You need to restart your computer. Hold down the Power button until it turns off, then press the Power button again." and then in other languages it repeats itself.
Any help is appreciated. At this point I just want to reinstall or do a fresh install I figured that by formatting my hard drive I'd be able to do a fresh install but it's not looking like it.
