DVMT-prealloc is set to 0x1 (32m).

Is that true even after attempting to set it?

I don't understand why El capitan works but Sierra doesn't.

Perhaps you were using the minStolenSize patch on El Capitan, but are not using it on Sierra.

It always shows 0x1.

The patch does not work. Same Kernel Panic.
Code:
                <key>Comment</key>
                <string>Disable minStolenSize less or equal fStolenMemorySize assertion, 10.11.4 ( (based on Austere.J patch)</string>
                <key>Disabled</key>
                <false/>
                <key>Name</key>
                <string>AppleIntelSKLGraphicsFramebuffer</string>
                <key>Find</key>
                <data>QTnEdio=</data>
                <key>Replace</key>
                <data>QTnE6yo=</data>

I'm certain the patch would need to be different for 10.12.
