Iboot Can't boot from usb pen drive

Please , I downloaded Iboot 3.3 and burn the image on a USB flash. But the computer don´t boot from it. Presssing f12 i choose boot from usb, but nothing happens. I dont copy the Iboot iso I burn it on a USB, have to burn to DVD?, sorry but can you please guide me step for step, i forgot anything?. I try with Transmac(burn from image) & nothing, the same with power iso & ultraiso tools.
I dont have any mac, nor a pc with any OS X distro.

Yes, you have to.

I have seen some ways to install the iBoot in a USB stick, but buy a CD is easy and you can burn the iBoot-only 23,1 MB!

I have a Dell Vostro V131 withOut DVD driver.
It is possible ti installa Snow Leopard using an USB device? (per drive, HD?)

I have the original retail SL DVD (I'm a Mac User from 1986!!) And can use a MacBook Pro for assemble a HD or USB but I don not knowI what to do!

Also, I have two partition on the internal HD of the V131 (a Win7 partition and a free partition that can be formattet in HFS+) it is possible to installa MacOS on the II partition without losing data on the WIN partition?
