Quite possibly. Cheap & cheerful PSU's, particularly those of old, tend to have inferior shielding and power regulation, and are therefore more susceptible.

Are you able to try with a different PSU ?

I've ordered a new PSU a corsair 430watt waiting for it to come ordered it on sunday I've just changed the HDMI cable from the hack to the 32inch TV and its seem to not doing it now but i don't get how a cable can cause it

If your cables are unshielded it can hapen very easily. You can identify the shielding on a cable typically if you cut it and see a kinda hardish foil wrap around the bunch of wires. Another way to shield is similar to our tv aerial cables here in UK, where they have lots of strands of copper wire intertwined around the central core. Its almost like creating a miniature faraday cage around the cable.

Generally if you look for new cables, its better to look for something that specifically states it is shielded. The cheap £2 type things rarely are.

yeah you mean coax cable I'm from the UK also its just weird its only just started happening maybe the cable is old and breaking down or something thanks for your help

Coax demonstrates it yup. There is the possibility it could be brittle cable of course, but I suspect it would need to be very old for that to happen.
