New build won't boot, help would be awesome

I put together the following system:

Gigabyte Z87N-wifi
Intel i7 4790k
Corsair RM 650
Ballistix 16GB kit
Samsung SSD

The damn thing won't boot - when I turn on cpu and case fans spin up, but after three seconds they wind down as the PSU softly clicks. Three seconds later, this repeats, until I power off. What I've tried:

All possible combinations of RAM sticks (each one in both slots separately)
Swapped out PSU
Swapped out mobo for another, identical model
Examined the CPU for visible damage on surface.

Nothing I've tried makes any difference.

Ideas??

I had that exactly symptom when I put my first Sandybridge computer together, was to run Windows. I don't know how old your power supply is, but in my case it that's what it was. There was some incompatibility. It was a good well made supply, and it was a good motherboard. Drove me crazy. Another symptom is if the cpu fan is plugged in to the wrong header, and the motherboard thinks the cpu fan isn't spinning up.

Those are my 2 best suggestions for you Good luck.
 
Motherboard shorting out against the case maybe? Have you tried running your setup outside the case?
 
Haswell processors and the 8-series (and 9-series) motherboard chipsets have "tighter" (technical term) specifications than previous processors/motherboard chipsets. Make sure your memory is on Gigabyte's memory verification list for your motherboard; Intel has one too for its Haswell processors. Dido for your power suppy - make sure it's rated Haswell ready/certified.
 
Yeah, tried it outside the case, on a few different non-conductive surfaces...
 
Yeah, memory is compatible, and I tried two different Haswell-certified PSUs...
 
This could well be that the bios needs to be flashed. Mine did the same on a Gigabyte mobo until I flashed bios to most recent version. I had to buy a cheap Celeron to get it to boot, then flashed the bios, swapped out the CPUs again and I was up and running.
