Clover Timeout is not working on my dualboot setup

I have it set up as Windows is the default loader and El Capitan is the second.

I would like it ideally to select Windows after a certain amount of time has passed (5 seconds)

There is a timeout option in clover configuration which I selected at 5 but it never works. I restart, clover loads up, it is on the left most OS which is windows but it just sits there. It never automatically selects windows or osx. It just stays on the clover screen.
 
Clover Timeout is not working on my single boot setup, either. I have timeout set to 3 seconds, and no amount of waiting will get OS X to boot. A copy of my config.plist can be found here.

I don't know why, but my Clover Timeout is now working. I re-installed the OS, but made no changes to the config.plist, so I have no idea what was preventing it from working before.
 
I also did a dual boot using Tony Mac Guide. Forget about Timeout not working.
WHERE the heck is my config.plist located? I can't even find it. If I could locate it I could edit and reboot.

PLEASE HELP! 5 seconds is too short and it is irritating when it boots into Mac OS when I want to pause it so I can boot into windows.

Config.plist is in the Clover folder in the EFI partition. Use EFIMounter v.3 to mount it.
